As we begin a new year, we pause to reflect on the incredible journey of the Home Builders Institute (HBI) — more than five decades of building careers, transforming lives, and strengthening the construction workforce. From our early days tackling labor shortages to pioneering no-cost construction training programs, HBI has continually expanded its reach and impact in communities across the nation.

A Legacy of Workforce Development

For over 50 years, HBI has been training and educating America’s home construction workforce, helping individuals from all walks of life — youth, veterans, underserved adults, and career changers — build real skills and meaningful careers in the building trades.

Over time, HBI has expanded its program offerings and industry footprint, using innovative initiatives and partnerships to continue building careers and changing lives. 

  • 1947 – 1960s: The National Association of Home Builders (NAHB) begins educational programming and creates a department to address labor shortages in home building.
  • 1968: Launch of the NAHB craft skills training program funded by the U.S. Department of Labor.
  • 1974: HBI (then NAHB Manpower) signs its first agreement to provide construction training through the Job Corps program.
  • 1983: HBI is officially established as a nonprofit through the merger of NAHB training and education departments.
  • 1990s: Development of key programs like Pre-Apprenticeship Certificate Training (PACT) and initiatives to support adult ex-offenders and community training.
  • 2000s–2010s: HBI expands to offer advanced training, national skill standards, and partnerships to grow workforce education nationwide.
  • 2017 and beyond: HBI marks its 50th anniversary, pilots new training programs for military members, expands skilled trades training through significant partnerships, and continues evolving under new leadership.

Throughout its history, HBI has remained focused on pre-apprenticeship training, certification, and job placement, continuing to adapt and grow to meet industry needs and support broader access to careers in the building trades.

This history isn’t just a timeline of dates — it’s a testament to hundreds of thousands of graduates who have gone on to stable, well-paying jobs and contributed to a stronger, more skilled workforce.
